Federation of Local Authorities in Israel

The Federation of Local Authorities in Israel (FLAI) is an NGO serving as the umbrella organization for all municipalities and local councils in Israel. Its primary role is to represent these local authorities and advocate for their interests within the Israeli parliament and government agencies. Additionally, FLAI provides support, advice, and serves as the employers' organization for local government. Established in 1938, a decade before Israel's founding, under the name "Commonwealth of Local Authorities," it was recognized by the British mandatory government as the representative body of Jewish local governments.

Local Government Economic Services

Local Government Economic Services Ltd. (Mashcal), a subsidiary of The Federation of Local Authorities in Israel, has been providing logistical and project management services to all local authorities since 1974: small towns, large cities and regional councils. We assist municipalities around the country – representing all of Israel’s diverse populations – with all aspects of their operations, such as physical & digital infrastructure, education, transportation, sanitation, human resources, playgrounds and sports facilities, insurance and more.

Mashcal was founded out of a desire shared by Israeli municipalities to pool their combined resources, following a model which is unique worldwide. We are proud to offer all local governments our accumulated knowledge, experience, and professionalism to help them reach their goals quickly and at a high level of quality, and to turn their visions into realities that improve quality of life for all their residents
